Shannon Degiglio, Lender Relations & Economic Development Specialist, joined the Philadelphia District Office team March 25, 2013 and is currently assigned to represent the Lehigh Valley region. Prior to joining the Small Business Administration, Shannon worked as an Assistant Manager at TD Bank and has over 8 years in retail and commercial banking experience. Shannon has also served over 13 years in the Pennsylvania Army National Guard as a Battalion Chemical Operations Non-Commissioned Officer and Decon Platoon Sergeant. She currently holds a Bachelor of Science in Business Administration from Albright College and is currently pursuing an MBA in Community and Economic Development at Alvernia University.
Kimberly B. Stout, Economic Development & Lender Relations Specialist, joined the U.S. Small Business Administration Philadelphia District Office in October 2013. As an Economic Development & Lender Relations Specialist, Stout will be responsible for promoting the SBA lending programs and maintaining a network of collaborative partners to assist, promote and protect small businesses. Prior to joining the SBA team in October 2013, Stout worked as a Business Development Director for Community Action Development Corporation of Allentown. She trained and mentored small business owners and aspiring entrepreneurs on how to start and operate a small business focusing in the areas of business planning, marketing and financial assistance. Stout gained her small business experience while owning and operating a restaurant in Shippensburg, PA. Stout earned her bachelor’s degree in Geography/Regional Development and a master’s degree in Organizational Development and Leadership from Shippensburg University of Pennsylvania.
Solomon Wheeler is currently the Harrisburg Branch Manager for the US Small Business Administration’s Eastern Pennsylvania office. He works with local and regional banks, chambers of commerce, small business development centers, and economic development organizations to promote US SBA loan guarantee programs, federal contracting opportunities, and technical assistance programs. Solomon joined the Eastern PA district office as a Lender Relations Specialist in 2013 and has over 20 combined years in commercial lending, small business development, and corporate finance. During his tenure, he also served as the project manager for the SBA’s Emerging Leaders program, a nationwide initiative in the form of a mini-MBA program for small business owners. He previously served as a Business Opportunity Specialist for the 8 (a) Division of Program Certification and Eligibility. Prior to that, he served as the Finance Director for The Business Center for Entrepreneurship (Philadelphia), a business development and technical assistance organization. He has worked as a commercial lender (Wachovia), finance manager (Coca-Cola), and corporate Senior Auditor (Unisys). He has a bachelor’s degree in finance from Jefferson University and a master’s degree in finance and international business from the University of Pittsburgh.
